Export/Certificates of Origin
U.S. exports accounts for roughly 25% of all Israeli imports - a value of over $6 billion. Israeli exports to the US exceed more than $11 billion. Israel is America's 20th leading trading partner.*
United States-Israel Free Trade Area Agreement (FTA), signed in 1985, eliminates custom duties between the two countries, thus stimulating trade between them.
All U.S. goods exported to Israel must be accompanied by an original U.S.-Israel Certificate of Origin signed by the exporter in order to benefit from the provisions. This Certificate must be official i.e. green in color. Photocopies will not be accepted.
The Certificate does not need to be notarized or stamped if the exporter is also the manufacturer. The Certification (box 11) and the Notarization (box 12) sections of the Certificate may be eliminated if the exporter/manufacturer signs this declaration (box 12).
The America-Israel Chamber of Commerce, Central Atlantic Region supplies, notarizes and stamps original Certificates of Origin when the exporter is not the manufacturer and upon request, for a fee of $25 after reviewing sale documents.
Exemptions
The certificate is not required for: 1) commercial shipments of goods valued under $50, 2) certain printed matter, 3) shipments of goods with no commercial value, and 4) gifts from individuals valued under $100.
Exports Exceeding $20 Million
US firms with total annual exports to Israel of at least $20 million who have a clean record with the Israel Customs Service may apply for "Approved Exporter" status by filing a form with the Export Department, Israel Customs Services.
